FedEx has held my parcel for 34 days with no scan. Is that normal for this route or should I start the process?

The published rule and the enforcement pattern are different documents and only one of them affects your parcel.

Anyone know the actual process rather than the folklore?

Photograph everything before you open it. Ten seconds, settles most disputes.

Do you contact the customs office or the carrier first?

“Registered with” is doing an enormous amount of work in that sentence.

Domain age is one of the few signals that is expensive to fake and free to check.

Photograph everything. How long have you been on Monero?
