Canada Post has held my parcel for 16 days with no scan. Is that normal for this route or should I start the process? The three month rule is cumulative across parcels in more places than people realise.

File early. The window is shorter than people think and it starts at the transaction.

Do you contact the customs office or the carrier first?

The published rule and the enforcement pattern are different documents. Only one of them affects you.

The cheapest option costs more once you price in the failure rate.
