Ordered from Ireland for the first time and the virtual card payment triggered every fraud check the bank has.

The published rule and the enforcement pattern are different documents and only one of them affects your parcel.

Chargeback windows are shorter than people think and the clock starts at the transaction, not at the complaint.

Anyone had this route work recently, or is it closed for now?

Fees like that are charged by the carrier, not the state, which is why they are hard to contest.

Do you contact the customs office or the carrier first?

If you name a shop here, say whether you are affiliated. First line is enough. Currently on a prepaid card myself.
