Royal Mail has held my parcel for 36 days with no scan. Is that normal for this route or should I start the process?

The published rule and the enforcement pattern are different documents and only one of them affects your parcel.

The returns address and the contact address are often different and only one of them is a real building.

What is the thing you check first now?

Do you contact the customs office or the carrier first?

File early. Same for me with Monero, unfortunately.
