FedEx has held my parcel for 23 days with no scan. Is that normal for this route or should I start the process?

FedEx scans are generated at the hub, so a silent tracking page is not evidence of a problem for the first 23 days.

The published rule and the enforcement pattern are different documents and only one of them affects your parcel.

Has the handling changed recently for anyone else?

Reminder that a tracking number is not required in the post, but the dates and the carrier are.

“Registered with” is doing an enormous amount of work in that sentence.

Fees like that are charged by the carrier, not the state, which is why they are hard to contest.

Three month limits are cumulative across parcels in more places than people realise. Currently on Correos myself.
